Representative Deputy Lieutenant for Redbridge

David Utting is currently employed as the Clerk to the Gold and Silver Wyre Drawers, a City Livery Company. Before that he spent six years as the Head of Engagement for the Army in London working on the relationship between the Army and the population of London, including Borough Councils, employers and schools.
He was commissioned into the Royal Navy in 1983, and served in a number of ships. During this time he deployed on the ARMILLA Patrol in the Gulf. When he left the Royal Navy in 1990 he joined Royal Mail, where he worked until 2004 in a wide variety of roles, latterly as the Head of Commercial Management for the Engineering Department. He then worked as a Contracts Manger at the University of Bristol before taking up the role of the Director of Service Relationships for Jisc, an IT organisation supporting Higher Education, in July 2007. In 2013 he went back in to full time military service initially in Afghanistan and latterly in London.
In 1991 he joined the Royal Wessex Yeomanry, an Army Reserve unit, and over the next ten years served in a number of posts. He has deployed to both Iraq and Afghanistan, and has been an instructor at Staff College, commanded a University Officer Training Corps and done Army Officer Selection.
He was called to the Bar by Middle Temple in 2006, and has an LLM from the University of London. David was appointed RDL to Redbridge in June 2025.

Civic Service at St Mary’s Woodford – Sunday 14th September 2025
A civic service took place at St Mary’s in Woodford and was attended by Mayor Councillor Beverley Brewer, the Reverend Elizabeth Lowson and Representative Deputy Lieutenant for Redbridge, Lt Col David Utting.
Fire Cadets Graduation – 17th July 2025
Representative Deputy Lieutenant for Redbridge, Lt Col David Utting had the pleasure to attend the graduation of the Redbridge Fire Cadets, which was held at the Dagenham Fire Station.
Tree Planting in Redbridge

Multi-Faith online Memorial meeting in Redbridge
Mr Thomas Chan attended an online Mullti-faith meeting in remembrance of HRH The Prince Philip, Duke of Edinburgh. It was attended by local faith leaders, the Mayor of Redbridge, local Councillors and MPs (Sir Ian Duncan Smith and Wes Streeting).
Mont Rose College in Ilford celebrates its Fifth Graduation Ceremony

Thomas Chan, attended the fifth graduation ceremony at Mont Rose College, honouring the achievements of more than 200 students. The graduates were presented with their diplomas and – those with outstanding grades and attendance – awards for their performance.
The event was presided by Professor Nick Braisby, Vice Chancellor of Buckinghamshire New University.
